Yep, mercantile tradition tree for two of the policies. For the third and best you need to be part of a Trade federation. It is insanely good to the point where I’m expecting a nerf to the unity generation in the 3.3 beta but who knows (I haven’t tried it or seen the patch notes yet). :)
